The Baguio-Benguet Public Information and Civic Action Group (BB-PICAG) was conceived by its organizers to be a volunteer group of civic-spirited members of the Baguio-Benguet community.

Its formation was a response to the needs of the City of Baguio and the Province of Benguet, especially during emergency situations, e.g. from natural calamities and disasters, that demand full mobilization of all existing civic groups in order to deal with such emergency needs.
Our city and province are hardly spared from perennial typhoons and/or landslides. For instance, during the rainy season of July 1972, when the region was hit by a series of typhoons that brought a month-long downpour, Baguio City and Benguet Province was a calamity area. Then, Central Luzon was continuously flooded and the four main entry points to our area, namely Kennon, Naguilan, Halsema and Ambuklao Road were closed making Baguio-Benguet virtually inaccessible. Pocket landslides were frequent in the city and its suburbs, the biggest of which was the landslide at Aurora Hill, where several persons died and several families were rendered homeless, their homes ruined beyond repair. The City Camp Lagoon swelled to a large basin of murky water, submerging hundreds of houses and endangering lives.
In January 4, 1975, at 1900 hrs, an organizational meeting was held at the Vallejo Hotel in Upper Session Road, Baguio City, where representatives of the various sectors were formally organized and the team was thus called the BB-OCR-PICAG (Baguio-Benguet Office for Civil Relations - Public Information Civic Action Group).

 

The meeting was organized by Forester Oscar B. Cadelina and Lt. Col. Artemio S. Bustamante, Commander, Benguet Provincial Command, Philippine Constabulary.
In 1981, the group was registered with the Securities and Exchange Commission and has thus become the BB-PICAG Phils., Inc. today....


MISSION

To render and promote the spirit of voluntary service to the community
where safety and welfare of the general public is concerned.
 

 
To take an active interest in rescue and relief works,
timely dissemination of information of public interest
 and the maintenance of peace and order.


To provide a forum where an open discussion of all matters pertaining to public welfare,
social and moral values and to encourage service minded people
to serve their community without personal and financial gain
and partisan politics and religion, not determining sector.

To be able to develop consciousness for humanitarian service
